Answer –
E-Governance can be defined as the application of information and communication technology (ICT) for providing government services, exchange of information, transactions, integration of services and information portals.
The advantages of E-governance are:
1)Better service delivery to citizens.
2)Ushering in transparency and accountability.
3)Empowering people through information.
4) Improve efficiency within Government i.e between centre-state or inter-states.
5) Improve interface with business and industry.
E-governance is a powerful means of public service in the present era. Some of its features are:
1) De bureaucratization i.e. reduced Red-Tapism.
2) Provision of services through the Internet. Ex G2C, G2B, G2E, etc Using the means of e-governance anyone can share their views with the government.
3) Access to International Services.
4) Economic Development.
5) Reduce inequality.
Some of the major initiatives Undertaken under the E-governance in India are MyGov, DigiLocker, e-Hospital-Online Registration Framework (ORF), DARPAN, National Scholarships Portal (NSP), PRAGATI (Pro-Active Governance and Timely Implementation), Common Services Centres, Jeevan Pramaan, National E-Governance Plan (NeGP).
Challenges before E-governance in India:
1) Linguistic diversity across the country.
2) Low literacy rate.
3) Low IT literacy
4) Recognition of applications.
5) User friendliness of government websites.
6) Services are not accessible easily. Confidence on technologies provided by government.
7) Lack of awareness in people.
8) Cost of services.
9) Applications must be transferrable from one platform to another.
Conclusion –
e-Governance is getting momentum in India, but public awareness and the digital divide are important issues to be addressed.
The success of e-Governance measures largely depends on the availability of high-speed internet, and the nation-wide roll-out of 5G technology in the near future will strengthen our resolve.
