Answer –
The NITI Aayog is a policy think tank of the Government of India constituted in 2015 to replace the Planning Commission instituted in 1950. This was done in order to better serve the needs and aspirations of the people of India. The NITI Aayog was established with the aim to achieve sustainable development goals by fostering the involvement of State Governments. It aims to serve as a platform to bring States to act together in national interest and thereby fosters Cooperative Federalism.
Composition of NITI Aayog :-
1) Chairperson: Prime Minister
2) Vice-Chairperson: To be appointed by Prime-Minister
3) Governing Council: Chief Ministers of all states and Lt. Governors of Union Territories.
4) Regional Council: To address specific regional issues, Comprising Chief Ministers and Lt. Governors Chaired by Prime Minister or his nominee.
5) Adhoc Membership: 2 member in ex-officio capacity from leading Research institutions on rotational basis.
6) Ex-Officio membership: Maximum four from Union council of ministers to be nominated by Prime minister.
7) Chief Executive Officer: Appointed by Prime-minister for a fixed tenure, in rank of Secretary to Government of India.
8) Special Invitees: Experts, Specialists with domain knowledge nominated by Prime-minister.
Objectives of NITI Aayog :-
1) To foster cooperative federalism through structured support initiatives and mechanisms with the States on a continuous basis, recognizing that strong States make a strong nation.
2) To develop mechanisms to formulate credible plans at the village level and aggregate these progressively at higher levels of government.
3) To ensure, on areas that are specifically referred to it, that the interests of national security are incorporated in economic strategy and policy.
4) To pay special attention to the sections of our society that may be at risk of not benefitting adequately from economic progress.
5) To provide advice and encourage partnerships between key stakeholders and national and international like-minded Think Tanks, as well as educational and policy research institutions.
6) To create a knowledge, innovation and entrepreneurial support system through a collaborative community of national and international experts, practitioners and other partners.
7) To offer a platform for resolution of inter-sectoral and inter-departmental issues in order to accelerate the implementation of the development agenda.
8) To maintain a state-of-the-art Resource Centre, be a repository of research on good governance and best practices in sustainable and equitable development as well as help their dissemination to stake-holders.
Functions of NITI Aayog:
1) Enable States to actively participate in the formulation of national policy.
2) To work with state government in proper co-ordination and harmony.
3) Ensure the economic strategy and policy work in the interest of national security.
4) Evolve a shared vision of national development priorities and strategies, with the active involvement of States.
5) Support States in addressing their own challenges, building on strengths and comparative advantages by empowering the local governments.
6) Build a repository of specialized domain expertise and imbibe good governance measures.
7) Provide a platform for mutual resolution of inter-sectoral, inter-departmental, inter-state as well as centre-state issues.
8) Monitor the implementation of policies and programmes, and evaluate their impact through tracking of performance and evaluations.
NITI Aayog could emerge as an agent of change over time and contribute to the government’s agenda of improving governance and implementing innovative measures for better delivery of public services. It continues to be representative of efficient, transparent, innovative and accountable governance system in country with distinguished work ethics.
